The frame size is usually measured as the distance between the top of the seat tube (where the seat clamp holds the seat post) and the center of the bottom bracket. Sometimes, the center or top of the top tube is chosen as the first point.

If you can reach them (or get close), you’re pretty flexible and might prefer a smaller size frame. If you find the riding position is a little bunched up you can extend it by replacing the stem. If you weren’t able to touch your toes (or even get close), then we recommend going for the larger size.
What height is 26 inch bike for?
Bikes with 26-inch wheels are designed for people who are between a height of about five feet to the smaller end of six foot. If you’re taller than that, then your bike should have larger tires and more space in length (26 inch bikes generally don’t go much over 24 inches).

Is 24 inch bike good for adults?
A 24-inch bike is designed for growing kids of age 8-13 years. It is best fitted for a height range of 4’1″-4’9″ or 135-145 cm. An adult or in most cases a female rider with the above-mentioned height limit can ride this bike size. They can ride the bike easily if it is designed according to their requirements.
Is it better to get a bigger or smaller bike frame?
On a bigger bike, reach to the handlebars will be longer. This means that if you have proportionally longer arms, you could well be more comfortable on a bigger frame. If your arm span is longer than your height, go for a bigger frame. If it’s shorter, get the smaller one.

Ideally you’d want to take them for a test drive, but failing that, at least do a standover test of both sizes in a bike shop. As several have pointed out, it is best to get something that actually fits you but with that in mind, it is better to go a little smaller than a little larger of a frame.
Can a bike be too big?
There’s really nothing you can do about a bike that’s too big. Too small is a relatively minor issue, and means the bike might be less comfortable, and/or a bit less efficient on the climbs. Too big, means you need a new bike.
Is a 24 inch bike too small for a woman?
Women whose heights are 5.4” and below can ride a 24-inch bike. This is because the frame is the right height to accommodate the length of their legs and will ensure they find it easy to peddle. It also means that you need to get a smaller bike with a sizeable frame.
